Licensing and Corporate Business Committee - Tuesday, 21st October, 2025 6.30 pm - Agenda

To appoint a Chair of the Licensing and Corporate Business Committee for the remainder of the 2025/26 Municipal Year.

To appoint a Vice-Chair of the Licensing and Corporate Business Committee for the remainder of the 2025/26 Municipal Year.

(1)  Licensing Sub-Committee

To confirm the Members of the Licensing Sub-Committee for the remainder of the 2025/26 Municipal Year on the basis of five Members (Proposed: 2 Lab: 1 Con: 1 RIG: 1 Lib Dem).

(2)  Licensing Sub-Committee (Alcohol and Entertainments)

To confirm that the Corporate Manager - Democracy is authorised to make appointments from the membership of the Licensing and Corporate Business Committee in accordance with the procedure agreed by the Committee at its meeting on 21st May, 2009 and detailed in the Licensing Sub-Committee (Alcohol and Entertainments) Hearings Protocol and Procedure.

(3)  Licensing Sub-Committee (Taxis)

To confirm that the Corporate Manager – Democracy is authorised to make appointments from the membership of the Licensing and Corporate Business Committee in accordance with the procedure agreed by the Committee at its meeting on 27th June 2021 and detailed in the Licensing Sub-Committee (Taxis) Hearings Protocol and Procedure.

(4)  Appointments and Appeals Panels –

To confirm that the Corporate Manager - Democracy is authorised to make appointments to Appointments and Appeals Panels set up on behalf of the Licensing and Corporate Business Committee, in accordance with the membership criteria set out in the Officer Employment Procedure Rules in the Constitution.

(5) Constitution Working Group -

To confirm that the membership of the Constitution Working Group shall include the Chair or Vice-Chair of the Licensing and Corporate Business Committee, and a representative of the Rushmoor Independent Group in addition to the current membership in 2025/26 (Cllrs Porter, O’Donovan, Austin, Lyon, Harden and C. Card).

To consider the Corporate Manager - Democracy Report No. DEM2508 (copy attached), which recommends that the polling place for Fernhill FB be moved to the Ferns Primary School Academy in Fernhill Ward, Farnborough.
