Application No. 19/00337/FULPP - Meudon House, Meudon Avenue, Farnborough
Minutes:
The Committee considered the Head of Economy, Planning and
Strategic Housing’s Report No. PLN1948 (as amended at the meeting) regarding
the demolition of existing structures and the erection of 197 dwellings,
comprising 86 one-bedroom flats, 77 two-bedroom flats and 34 three-bedroom
houses, with associated access, parking and landscape arrangements.
The Committee was reminded that it had approved a previous
application for the scheme in November 2018 and noted that the amended
application consisted of:
·
A reduction in the overall number of units by
seven dwellings;
·
A reduction in the overall height of the
apartment block by one storey;
·
Reconfiguration of the internal layouts of both
the apartments and houses;
·
Changes in the elevation treatments of both the
apartments and houses.
RESOLVED: That:
(i)
|
subject to the completion of an appropriate Section 106
planning obligation by 29th November, 2019 in respect of Strategic Access
Management and Monitoring Measures (SAMM), open space contributions,
affordable housing review mechanism and highway matters, including transport
contributions and travel plan and monitoring fees, and ensuring the transfer
of existing SANG allocation from the previously approved scheme to the new
proposal prior to implementation as set out in the Report (as amended at the
meeting) and the revised conditions and informatives set out in the Report
(as amended at the meeting), the Head of Economy, Planning and Strategic
Housing, in consultation with the Chairman, be authorised to grant planning
permission; and
|
|
|
(ii)
|
in the event of failure to complete a satisfactory Section
106 planning obligation by 29th November, 2019, the Head of Economy, Planning
and Strategic Housing, in consultation with the Chairman, be authorised to
refuse planning permission on the grounds that the proposal fails to make
appropriate provision for affordable housing and open space, nor mitigate its impact on the highway and the
Thames Basin Heaths Special Protection Area, contrary to the relevant
policies of the Council’s Development Plan and associated supplementary
planning guidance.
