NOTICES OF MOTION

(1)      Anti-Social Behaviour -

 

To consider the following Notice of Motion, which has been submitted by Cllr Becky Williams pursuant to Standing Order 9 (1):

 

This council recognises the measures implemented to address the anti-social behaviour plaguing our town centres and causing distress to residents and visitors, yet also understands the requirement for further interventions. The Public Space Protection Order in Aldershot has not been as effective as hoped. The safety and security of our community, and well-being of all our residents is of paramount importance. Every individual deserves to feel safe in our town centres. 

 

A proactive multi-disciplinary approach, which includes health, is required for an holistic solution to address the complex socioeconomic and psychological causes of antisocial behaviour.

 

RBC will ensure measures are implemented to support residents living with substance abuse, addiction, mental health issues and past traumas, all of which significantly impact behaviour.

 

This motion requests Rushmoor Borough Council:

 

  • Initiate discussions with relevant stakeholders including, but not limited to, specialist healthcare providers, social prescribers, charities, police and enforcement agencies, with the aim of establishing the viability of developing a proactive, person-centred approach to support these individuals.

 

  • These discussions should include exploring the viability of identifying locations near our town centres that could provide a single point of access and community space to support those dealing with issues resulting in antisocial behaviour.”

 

(2)      Road Safety in Rushmoor

 

To consider the following Notice of Motion which has been submitted by Cllr Peter Cullum pursuant to Standing Order 9 (1):

 

“Ahead of the review of the Rushmoor Local Plan to be carried out later this year, this Council affirms the following core principles and values for our road network:

 

1. Safety, especially around schools.

2. Good connectivity, minimising disruption from any roadworks or road repair

3. Local accountability, ensuring a say for local residents.

 

This Council therefore endorses the use of 20mph zones outside Schools only.

 

 

 

This Council will resist any attempt to impose a Ultra Low Emission Zone (ULEZ) or Low Traffic Neighbourhood (LTN) including any form of congestion charging or limits on road use.

 

This Council instead commits to supporting cycling and walking through giving residents more good, safe and well connected options.

 

This Council also supports the recent steps by Hampshire County Council to charge utilities companies for each additional day of maintenance on the road network, and commits to working in partnership to ensure any future disruption to residents from such works is minimised.

 

Furthermore, this Council welcomes the commitment from Hampshire County Council to increase funding for road and pothole repair by £22.5 million over the next three years, and will work in partnership to ensure that Rushmoor roads are improved and repaired.”

RESIGNATION OF COUNCILLOR JESS AUTON

To note that with effect from 29th February 2024, Councillor Jess Auton resigned as a Member for the Fernhill Ward, and that arrangements were made to fill vacancies for the remainder of the 2023/24 Municipal Year.
